Rules & Conditions of Play

PART A - ADMINISTRATIVE MATTERS
1 Right of Alteration
The Grade Committee may propose changes to these rules for approval by the Board. The Board retains the right to veto any decision of the Grade Committee see Rule 12.
2 Right of Interpretation
The Board reserves the right of interpretation of any of the following rules in the interests of cricket, as required
3 Board of Control
3.1 Cricket Gold Coast shall appoint a Cricket Co-Coordinator to deal with all day to day running of the competition.
3.1.1 Cricket Gold Coast shall appoint persons to sit on a Committee (The Grade Committee), which shall meet as required to administer the running of all grades of the competition. The Grade Committee shall be chaired by the Cricket Co-Coordinator and shall have 4 additional members. No 2 members of the Grade Committee shall be members of the same club.
3.2 The Grade Committee shall conduct a ladder.
3.3 The Grade Committee shall select all grounds for both home and away rounds and the finals, subject to approval by the Board.
3.4 The Grade Committee may change the venue of any match if required at their discretion.
3.5 The Grade Committee shall organise the printing of a handbook with all relevant information (rules, draw etc) included within and distribute to all clubs and Association Officials. These rules shall be placed on the website by September 1st each season.
3.6 The Board in consultation with the Grade Committee shall appoint an independent Code of Conduct Committee (CoCC).
3.7 The Board shall levy the clubs (via the Associations) an amount as required to administer the competition.
3.8 The Grade Committee shall deal with player clearances and eligibility, and grading of players.
3.9 Any Issue raised by a member Club should be in writing to the Cricket Co-Coordinator cgc@clubs.qldcricket.com.au detailing:
3.9.1 the problem
3.9.2 the proposed solution
3.9.3 before it will be deemed eligible for consideration.
4 Players/ Clubs Agreement
4.1 Players shall play under MCC 2000 Laws of Cricket and the specific by-laws listed in this document.
4.2 By playing in this competition, players have elected to play under these by-laws
4.3 Rules set by the Grade Committee are set for the season and these rules are to be signed off by every club before the season starts.
5 Result Sheets/ Media obligations
5.1 The Board shall choose a software/online electronic package for use in team lists, match reports, and statistics. The Board has chosen the MyCricket electronic package for use in listing team lists, match reports and statistics
5.2 All clubs are required to enter a team list by 9 am on Saturday of first day of a match
5.3 Either the HOME or AWAY team must enter the complete match status/result 12 midnight on Saturday after the days play.
5.4 Both the HOME team and the AWAY teams are to ensure that full batting, bowling and fielding details are entered into the system by 10am on Sunday following the days play.
NOTE: If, for any reason a club is unable to meet these deadlines, they must contact the Coordinator be either SMS or email to advise there will be a delay. If a club calls the Coordinator then a follow up email MUST be sent within 24 hours.
Penalty for non compliance:
First offence: Written warning per team for each team that has failed to comply and $100 suspended fine
Second offence: a fine of $100 plus the suspended $100
Third offence: 2 match penalty points
6 Umpires Fees
6.1 All umpires fees are to be paid on or before the first major break each day without exception.
6.2 Wash out and Late Forfeit fees are set at $10.00 per hour ($5.00 per team per hour).
6.3 Fees are $100.00 per day per single umpire. ($50.00 per team per umpire).
6.4 Umpires duties shall include:
6.4.1 The umpire/s shall take control of the ground 30 minutes prior to the scheduled start time and shall make the final decision of the pitch and ground condition, having taken advice from the curator / groundsman and the respective captains.
6.4.2 Their primary objective is to ensure the pitch is 'safe', not necessarily 'good', I.E.: a damp pitch may not be 'unsafe' therefore it may be played on.
6.5 A match report shall be completed by all umpires at the end of the match and shall be passed to the head of the Umpire's Association by email or mail by the following Wednesday.
7 Balls
7.1 All senior grades from 3rd grade up must use 4-piece Gabba Aussie 156 gram balls and all grades below must use 2-piece Gabba Aussie 156 gram balls.
8 Dress
8.1 The dress code for the GSP Cup shall be consistent with MCC laws of cricket. Any variation from white clothing must be pre-approved by the Board.
8.2 Club Coloured Shirts will be permitted for use in Scheduled One Day Matches.
8.3 All players must wear spikes in games played on turf when batting or bowling.
9 Alcohol
9.1 Alcohol is NOT to be consumed by any player during the hours of play. Incidents of drinking can be reported within the prescribed time using the incident report or match report forms.
9.2 If the Appointed Umpire observes any player consuming alcohol prior to, or during, the game, he will advise those player/s that he/they are not to take any further part in the game for the rest of that day. This shall be an automatic red card offence. This is as per a QCA directive regarding insurance; if any alcohol has been consumed then all insurance rights are waived.
9.3 Any Club Official (committee member or team captain) can report any player currently playing in a game, if he/she observes that player consuming alcohol during or before the game, at the game venue. This report must be a written report and sent to the Commissioner by 4.30 pm Monday after the completion of the match.
9.4 No alcohol is to be taken to any venue where there is a licensed bar or canteen. This is consistent with the QLD licensing laws.
9.5 NO alcohol or cigarettes are to be consumed on any school premises at all.
10 Code of Behaviour - Disputes
10.1 All Players are reminded that the competition's Code of Behaviour is as per Cricket Australia s guidelines. Please refer MCC 2000 laws of cricket.
10.2 The captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as with the Laws.
10.2.1 Players, officials and umpires must not assault or attempt to assault another Umpire, another player, another official or a spectator.
10.2.2 Players and officials must not react with unnecessary obvious dissension, displeasure or disapproval either towards an Umpire, his decision, or generally, following an umpiring decision.
10.2.3 Players and officials must not use crude, racist and/or abusive language, or otherwise engage in conduct detrimental to the spirit of the game. An Umpire would be expected to caution the player and advise the Captain of his concern before reporting any player for this type of behaviour.
10.2.4 Players and officials must not indulge in conduct detrimental to the game.
10.2.5 Players and officials must in no way use crude or abusive hand signals.
10.3 Where an official umpire considers that a player has breached the code of behaviour, he may issue the player with a yellow card this shall indicate that the player will be mentioned in the umpire's match report.
10.3.1 If the player again breaches the code of conduct in the same game, he shall be issued with a red card and may take no further part in the game. If the umpire is of the opinion that the first offence is sufficiently serious, he may issue a red card immediately. The player will automatically be suspended for the next match and the umpire must lodge a formal report and further action will be considered as per Rule 11. The player may NOT play in any CGC match until he has faced the Judiciary.
10.3.2 Any player receiving 2 yellow cards in the same season shall automatically be suspended for the next match. Any subsequent yellow card in the same season will result in the player being cited to appear before the Code of Conduct Committee.
11 Code of Behaviour Procedures
11.1 The Board of Directors will appoint a person to the position of Commissioner who will be responsible for receiving and investigating any alleged breach of the Code of Behaviour. The Commissioner shall take such action as he considers appropriate on any alleged breach including the referral of any matter to the Conducts Committee in which event the Commissioner will prosecute the matter before the Conducts Committee. The Commissioner will furnish a report to each meeting of the Board.
11.2 The Conducts Committee shall comprise 3 members. Members of the Conducts Committee shall not be representative of the Club or Clubs involved in the Hearing. In the event that the foregoing requirement precludes members of the Conducts Committee from hearing a matter, the Board may appoint interim members to make up a panel of 3. All parties except the Conducts Committee must leave the room when the Conducts Committee is deliberating on its decision.
11.3 Where an official Umpire is present, a match report will be filled out and sent to the Umpires Coordinator who will review the report and forward it to the Coordinator along with their recommendation as to which clause of the Code of Conduct has been breached and the recommended penalty for such a breach, by Monday 6:30pm after the day's play where the incident occurred. The Coordinator will forward the report to the Commissioner and a letter outlining the charge to the Club President of the player(s) club. The Commissioner will determine whether the matter can be dealt with directly or if they will need to convene the Disciplinary Committee to meet either in person or by electronic means on the Tuesday to discuss the matter, contact player(s) concerned and either pass sentence if player(s) admit guilt or refer the matter to be heard by the Judiciary.
11.4 Where there is no official Umpire present, the Captain or an Executive member of a Club should forward a report of the incident to the Coordinator by Monday 6:30pm after the day's play where the incident occurred. The Coordinator will forward the report to the Commissioner and a letter outlining the charge to the Club President of the player(s) club. The Commissioner will determine whether the matter can be dealt with directly or if they will need to convene the Disciplinary Committee to meet either in person or by electronic means on the Tuesday to discuss the matter, contact player(s) concerned and either pass sentence if player(s) admit guilt or refer the matter to be heard by the Judiciary.
11.5 If a player pleads "not guilty" to a charge or if the Disciplinary Committee cannot agree to a charge or a sentence, then the matter will be referred to the Judiciary. The Judiciary will meet to hear all the evidence in the case and question the players and officials concerned. Players must attend in person to a Judiciary hearing
11.6 No person shall be represented by a person other than an official of their club at any hearing unless such representation is with the leave of the hearing chairman.
11.7 The Conducts Committee may hear evidence from any person or any source as deemed necessary or warranted by the Committee and no hearing before the Committee is bound by the laws of evidence which apply to Courts of Law.
11.8 Where the Conducts Committee is reasonably satisfied that a player has engaged in misconduct or brought the game of cricket into disrepute, the Conducts Committee shall impose such penalty as it deems appropriate.
11.9 Non-adherence to the foregoing Regulations does not preclude the Conducts Committee from hearing any case, whether reported or not.
11.10 The Conducts Committee may impose any penalties it may think fit. Any appeal against the decision of the Conducts Committee must be lodged in writing or by email within 48 Hours of the Hearing with the Board. The Player or Players are not permitted to participate in the Competition until the penalty has been met or the Board of Directors has adjudged an appeal against such finding and/or severity of the sentence.
11.11 A written report if the outcome of a hearing is to be submitted to the Board and relevant clubs within 48 hours of the hearing
11.9 Any player lodging an appeal must have their club lodge a $250 bond with the Board at the time of lodging the appeal. This bond shall be forfeit if the appeal is unsuccessful. If the player then appeals to a higher body, his club shall lodge a further bond of $250 at each level of appeal and such bond shall be forfeit if the appeal is unsuccessful.
11.10 In the event that a Conducts Committee hearing cannot be completed before the start of a relevant match the Conducts Committee may make such interim ruling as it deems appropriate including the interim suspension of a Player pending completion of the hearing.
11.11 There shall be an Appeals Committee that is consists of the Board of Directors. Any member of the Board of Directors who is also a member of the Conducts Committee may not be involved in a case in both capacities. Members of the Appeals Committee shall not be representative of the Club or Clubs involved in the Hearing.
11.12 The Appeals Committee shall be responsible for receiving all appeals from decisions of the Conducts Committee.
11.13 The Appeals Committee shall hear and determine each appeal by reference only to all documentary and written evidence presented to the hearing before the Conducts Committee or Board as the case may be and shall receive from all interested parties written submissions only with respect to the evidence and submissions presented before that initial hearing;
11.14 Any new or additional evidence shall be received by the Appeals Committee only at the discretion of the Appeals Committee;
11.15 There shall be no right of appearance before the Appeals Committee by any of the parties or their representatives who appeared before the initial hearing of the Conducts Committee.
11.16 Where the matter under appeal is regarded by a majority of the Appeals Committee as sufficiently serious leave may be given by the Chairman of the Appeals Committee to permit appearance by any or all of the interested parties and/or their representatives.
11.17 Should an appeal subsequently be upheld any suspension or penalty shall nevertheless be deemed to be valid.
11.18 At finals time, the judiciary will be on stand-by to meet Monday night if a player is reported
11.19 If a player/coach/official has been suspended for the equivalent of 1 season or more from any Association, then the person must apply to the Board of Cricket Gold Coast for a clearance to approach a club.
12 Disputes Referred
12.1 Any protest from a Club, or any matter of dispute between Clubs, shall be adjudicated upon by the Grade Committee after all Clubs concerned have been notified of such protest or dispute and have had the opportunity of making written representations thereon, provided that no such protest or dispute shall be considered by the Committee unless lodged with the Committee within Seven [7] days after the matter in question arose, provided that in all cases in dispute any player or club may appeal to the Cricket Board of Directors within fourteen [14] days of the date of the Board decision and its decision thereof shall be final.
13 Penalty Clause
13.1 In the event of a breach of the Regulations governing Grade Competition matches and/or in respect of any action, conduct, behaviour or decision taken, made or implemented by any Club, player, official or other representatives of the Club by, through or in connection with any Grade Competition match which in the opinion of the Board and/or Grade Committee constitutes conduct or action detrimental to the game or the spirit of the game the Board and/or the Grade Committee may impose on a Club such a penalty as the Board and/or the Committee considers appropriate in the circumstances.
13.2 Without limiting the generality of paragraph [a] above, the penalty may include any of, or any combination of, the following:
13.2.1 Forfeiture of the Match Points and/or Incentive Points gained by the Club in the particular competition match or matches;
13.2.2 In the event of a Semi Final or Final, forfeiture of the match;
13.2.3 A monetary penalty.
14 Penalty To Players/Officials
14.1 Should any player or official commit any breach of these Regulations or of the Code of Behaviour, the Board [or the Conduct s Committee] may fine the offender, suspend him from further play, or otherwise deal with him at its discretion.
15 Registration of Players
15.1 Each club and association will record details on all players as required, using their own registration forms and shall supply these completed forms to the Grade Committee upon demand. The registration forms shall include verification that the player has been issued with a copy of the Code of Behaviour.
15.2 All Players must be registered and recorded with all details within the chosen software/online electronic computer system as determined by the Board of Control by the end of the first round. Registrations must be updated as each player registers with the club.
15.2.1 Each club shall be required to possess a membership roll of a minimum of eleven playing members per nominated team.
15.3 Each club shall lodge with the Board the names and contact details of all registered officials by electronic submission. Lodgement must be before the commencement of the first fixture. Registrations must be updated as each official registers with the club.
15.4 Failure to comply with the relevant time frame will result in all teams from all grades from the offending club being unable to compete until the situation is resolved.
16 Clearances / Transfers
16.1 All players must ensure they are eligible to play for their chosen club before competing in the competition. Refer Rule 13.
16.2 No player can change clubs mid-season, within the Associations without prior Grade Committee approval.
16.3 Any QCA player must arrange permission from, and be cleared by, their QCA club before playing in the GSP competition
16.4 Any player wishing to play in another Association must obtain a clearance from their CGC Club or they will not be eligible to play in the finals if they return to this Association.
17 Grading
17.1 The Grade Committee reserves the right to re-grade any player within this competition.
17.2 No player may be demoted more than one grade from the last match played in without first seeking permission from the Grade Committee. Applications must be in writing and state the reasons. Documentation such as medical certificates must be provided.
17.3 A player may not play in Senior Grade cricket until they have attained the age of 14.
18 Eligibility for Finals
18.1 A Player must have played 8 weeks of cricket for his club in this competition to qualify to play finals as listed on MyCricket. Definition of played is the player must have been named in the 12 in the match report or been a replacement for one of the named 12 and must take the field. A substitute has not played in the game.
18.2 If a player has played eight (8) weeks in a particular grade or lower he shall be qualified to play finals in that grade. If a player has not met this requirement then he will not be eligible to play in that grade or lower in the finals.
18.3 Any Club that has more than one team in a grade, there shall be no player movement after the first match after Christmas break between the two teams.
18.4 Any club wishing to qualify any player who has not played 8 weeks as per 18.1 may only do so in the event of injury or medical condition. Note: a medical certificate stating a player has been out of cricket due to injury will be considered.
18.5 Any club seeking an exception from the above rule 18 must make a written application to the Grade Committee by the Monday of the week the finals are due to start.
18.6 Any club that has higher grade teams also making the finals may drop players between their teams (as long as it is not more than one grade) without the requirement of meeting the 8 weeks in that grade.
18.7 Any club seeking an exception from the above rule 18 must make an application to the Grade Committee.
19 Players Eligibility for Awards
19.1 Batting: must have played 8 weeks and scored 200 runs minimum
19.2 Bowling: must have played 8 weeks and taken 20 Wickets minimum
19.3 Best and Fairest: In each division (1st and 2nd grade) the umpires will award a maximum of 6 points in total to players which may be allocated at their discretion to a maximum of 4 points per player. Half points are not to be allocated.
19.4 Champion Club: Calculation will be 9 multiplied by the 1st grade points, 6 multiplied by the 2nd grade points, 4 multiplied 3rd grade points, 2 multiplied by 4th grade points, 1 multiplied by 5th and 6th grade points at the end of the Home and Away matches.
19.4.1 Where a club has more than one team in one grade, the points for the club in that grade shall be the average of the points for all of the teams of that club in that grade.
19.4.2 Any player issued with a red or yellow card during any part of the season will be deemed ineligible for Best and Fairest award. The Code of Conduct Committee shall have the power to deduct Club Championship points if a player is found guilty of an offence (maximum 100 points per player suspended).
20 Wickets / Fees
20.1 Curator s fees are to be determined by local associations/clubs by-laws or contractual agreements.
20.2 The home team is to supply all stumps, bails and ground markers. The home team is designated as the team named first on the official draw (regardless of the actual venue).
20.3 Covers for turf pitches are to be provided by the home club.
20.4 The host club for Grand Final matches will be paid any/all wicket preparation fees by the Board at $100 for the first day and $50 for the second day
21 Draw
21.1 The draw will contain Clubs from the Two (2) listed Associations (Gold Coast and Beenleigh) along with any invited Clubs or Associations and may then be divided into two pools.
21.2 Round 1 will start on the First Saturday in October and the final round of the home and away matches will conclude in February/March each year.
21.3 Every club should field teams in both grades prior to fielding teams in the lower grades of their local competition. Approval must be sought from the Grade Committee for any exceptions.
PART B - MATCH CONDITIONS
22 Fitness of Grounds, Weather, Light
22.1 The umpire shall be the sole judge of these conditions. If there is no umpire in attendance, the Captains shall determine the outcome. In the event of their disagreement the state of play at the time of the question shall continue. In answering all questions the umpires will refer to the Laws of Cricket.
22.2 Failure of the home team to cover the wicket on Thursday and Friday night and to remove covers by 7.00 am on match days, weather permitting, may be penalised by loss of up to 2 match points and or fines up to $200 at the discretion of the Grade Committee.
22.3 All pitches are to be covered by the home team on both Thursday and Friday evening (subject to Council laws). If in the opinion of the curator, the covers should not be placed on, he (or his club) must notify the Coordinator and detail the reason for not placing the covers on the wicket, to ensure the necessary action can be taken. The Coordinator must be advised on the day that the covers are not being used.
22.4 Note: covers may be put on and removed from pitches all week if the curator sees fit to do so providing the above requirements are met as a minimum.
22.5 It is the responsibility of every club to ensure the match can be played, and any club found abusing the spirit and intent of this rule will be harshly penalised.
22.6 It is strongly recommended that no boundary shall be within two metres of any fixed object. It is suggested that clubs put markers or a solid line around the boundary two metres inside any fixed object.
23 Hours of Play
23.1 Matches will be two day games played on Saturdays (excepting when insufficient grounds are available, then some Sunday matches will be allocated). 75 overs are to be bowled per day. Neither side may bat more than 75 overs in their first innings. The final series shall be played on both Saturday and Sunday in a two day match format.
23.2 Hours of play: (not withstanding weather and ground conditions)
23.2.1 Start: 12.15 pm
23.2.2 Afternoon Tea: 2.45 p.m. till 3.05 p.m.
23.2.3 Drinks: 1 break per session (subject to weather conditions, at the umpire s discretion)
23.2.4 Close of Play: 5.30.
23.2.5 Play will continue to 5:30 pm when stumps will be called (or if a wicket is lost on or after 5:20 pm). If 75 overs have not been bowled by this time, penalties may apply if an official umpire is present.
23.2.6 It must be an agreement by both captains to cease play after a first innings result has been obtained, but not more than 90 minutes before the scheduled close of play.
24 Loss of Time & Adjustment of Overs
24.1 Wash outs: In the event of a TOTAL first day wash out the game reverts to a One Day game on the second day of play with 40 overs allocated per side.
24.2 Afternoon Tea shall be forfeited if play starts after 2pm QLD time.
24.3 Where the scheduled number of overs are not bowled due to slow over rate the following rules shall apply:
NOTE: RULE 24.3 IS ONLY TO APPLY IF THERE IS AN OFFICIALLY APPOINTED UMPIRE
24.3.1 The umpires may use discretion as to the number of overs lost due to bad light, weather, excessive heat, injuries, etc. and to penalise either team as per the MCC law (42) Penalty runs. Such penalty shall be 10 runs per over not bowled.
24.3.2 The umpires may choose to not penalise either team EG: 72 overs are bowled and both teams have played at a reasonable rate all day
24.3.3 If the side batting first has not been dismissed or declared at the close of play, and 75 overs have not been bowled, if the umpire determines that the side batting first is not responsible for the failure to bowl the required overs, the side batting second shall only receive the same number of overs in their first innings as were bowled on day one. If it is considered that the side batting first has been responsible for the failure to bowl the required overs, the side batting second shall receive their full over allocation.
24.4 Any loss of playing time on the first day shall be divided equally between both teams. This shall be calculated at 4 minutes per over. Any re-calculation shall take place before the match resumes and the umpire will notify both captains of these changes. Further interruptions shall result in additional re-calculations.
24.5 In the event of a shortened second day of a 2 day game the following shall apply:
24.5.1 If on the second day the commencement of the innings is delayed or interrupted for a total playing time not exceeding 30 minutes, play shall continue until the full allotment of overs of the batting side has been bowled or they are dismissed (weather and light permitting).
24.5.2 Where the interruption to play exceeds 30 minutes the minimum number of overs to be bowled in the day shall be calculated by deducting from the scheduled overs by one over for every 4 minutes or part thereof lost.
24.5.3 The side batting second must face 35 overs or be dismissed prior to 35 overs to constitute a match.
24.5.4 Where innings of the side batting second is reduced in accordance with rule 24.5.2, the target score shall be reduced by 1% (rounded up +1 run) for every over less than 75 bowled (for example: team batting first scores 240 in 75 overs and team batting second receives 65 overs: 240 x 90% = 216+1 = 217 to win)
24.5.5 Where the innings of both teams is reduced in accordance with 24.4 because of interruptions on day one, and the innings of the team batting second is further reduced in accordance with 24.5.2, the target score shall be calculated as follows:
1) Calculate the percentage of overs lost
2) Multiply by 0.75
3) Apply the percentage from (2) to the opposition's score and round up
4) Subtract the figure from (3) from the opposition's score and add 1 this is the target score
Example: Team 1 has been limited to 60 overs and scores 240. Team 2's innings is reduced to 50 overs
10 overs lost = 16.66% of 60 overs x 0.75 = 12.495% x 240 = 30 (rounded up)
240 30 + 1 = 211
Off 50 overs, Team 2 is required to score 211 to win and 210 to tie.
25 Replacement of Players
25.1 In the GSP Cup Competition, you may nominate 12 players on the official team sheet on the first day before the toss is taken. Only 11 players may bat, bowl, or be on the field at any one time. None of these nominated players may be nominated or be permitted to play in any other grade during this round. In conjunction with this rule, normal rules of cricket shall apply.
25.2 A replacement player may be used if a player is injured playing at a representative level (IE Webb Shield or other). The player s club must notify the Grade Committee prior to doing so.
25.3 If the replaced player is currently batting or bowling, the replacement player MUST assume his position.
26 Other Match Conditions
26.1 Follow on shall be 100 runs or more in arrears.
26.2 Two bouncers per over are permitted in a 2 day game, one bouncer per over is permitted in a one day game. A bouncer is defined as a delivery which, after pitching, passes or would have passed over shoulder height of the striker standing upright at the crease. if the delivery passes above head height of the striker standing upright at the crease, it shall be called No Ball. Where there is an appointed umpire, he alone shall make such a call (i.e. a player/umpire at square leg shall not do so).
26.3 The coin toss will be taken no more than 30 minutes and no less than 15 minutes prior to the commencement of the match.
26.4 If a match starts more than 15 minutes late a full report will be sent to the Grade Committee explaining the reason for this. The captains may be asked to respond to this report.
26.5 Any team that does not have at least 7 players in attendance at the start of play on either day can be forced to forfeit the match at the discretion of the opposing captain. The opposing team shall receive the maximum points for that round.
26.6 Any club forfeiting a match may lose points for both their teams in that round.
26.7 Completed team sheets must be provided to the umpires prior to start of play.
26.8 Age restrictions for youth bowlers are as per Cricket Australia s recommendations. Check MCC laws of cricket or Cricket Australia handbook IE: A bowler may bowl a maximum of overs bowled unchanged then the bowler rests until the same number of overs have been bowled from the end at which he was bowling. There shall also be a limit that a bowler may bowl in a day. All ages are from taken from 31st August of each year.
The restrictions by age are:
For pace bowlers:
Under 19 8 overs in a spell and 20 overs in a day
Under 17 6 overs in a spell and 16 overs in a day
Under 16 6 overs in a spell and 14 overs in a day
Under 15 5 overs in a spell and 12 overs in a day
Under 14 5 overs in a spell and 10 overs in a day
For slow bowlers:
As above for number of overs in a day but no spell restrictions.
Example: If an under 17 bowler bowls 16 overs in the Junior game in the morning, then he cannot bowl for the rest of the day. If he bowls 8 overs in the Junior game in the morning, he can only bowl 8 overs in the Senior game in the afternoon.
This Cricket Australia recommendation is compulsory in this competition. Penalty may be loss of match points.
26.8.1 Captains are to advise the umpire of any players to whom these restrictions apply. If the underage player bowled in Junior cricket on the same day, the umpire must be advised of the number of overs that the player bowled in the Junior game that morning.
26.9 The first innings of any match must not be declared before 15 overs have been completed.
26.10 A non-appointed square leg (i.e. player/umpire) shall have jurisdiction over:
26.10.1 run outs
26.10.2 stumpings
26.10.3 short runs
26.11 A non-appointed square leg (i.e. player/umpire) will only adjudicate on any concerns if requested to do so by the Appointed Umpire.
27 Match Conditions for Unscheduled 1 day games (when day one of a 2 day game is washed out)
27.1 Hours of Play are: 12.15 pm - 2.55 pm, 10 minutes for change of innings then 3.05 pm until completion of innings.
27.2 The innings of the team batting second will start 10 minutes after the fall of the last wicket of the team batting first or 2.55 pm or at the Umpires Discretion (Subject to valid reason).
27.3 The intention is for both sides to play an equal amount of overs, the time is not critical.
27.4 In an uninterrupted match each team shall bat for 40 overs unless all out earlier. If the team batting first is all out and the last wicket falls within two minutes of the scheduled time for the interval, the inning of the side batting second shall be limited to the same number of overs as the team batting first (the over on which the last wicket falls is to count as a complete over).
27.7 There shall be no field restrictions; however there may be no more than five fieldsmen on the leg side at any one time.
27.8 Bowling restrictions to 20% of overs per bowler apply in the first innings of each side.
27.9 In matches where the start is delayed or where play is suspended the object should always be to arrange the number of overs so that both teams have the opportunity of batting an equal number of overs (minimum 20 overs per team). Play shall start no later than 3.00pm and for every 8 minutes of play lost or part thereof, shall be reduced by one over per team. If the number of overs of the side batting first is reduced, a fixed time will be specified for the close of the innings.
27.10 If, owing to suspension of play during the innings of the team batting second, it is not possible for that team to have the opportunity of batting the same number of overs as the team batting first, then the comparative score at the same number of overs for both teams after 15 overs shall calculate the result.
28 Match conditions for scheduled 1 day games
Same as Rule 27 above except:
28.1 In scheduled 1 day games the innings of the team batting second shall conclude if and when the score of the team batting first is passed
28.2 Change of innings is 10 minutes
28.3 The game shall commence at 12.15 and the first innings shall conclude at 2.55 pm or after the side batting first is dismissed
28.4 If the team batting first has not received their full allotment of 40 at the scheduled break (2.55 pm), the number of overs bowled shall be noted. The team batting second shall then only receive the number of overs noted that they had bowled at the scheduled break. 5 runs shall be added to the score of the team batting first for every over not bowled in their innings in the allotted time.
28.5 If the team bowling second does not bowl their allotment of overs in the allocated time, play shall continue, light permitting, until they have done so. If, in the opinion of the umpire, the side bowling second has not bowled their required overs by close of play, 5 runs per over not bowled shall be added to the score of the team batting second

29.1.1 Byes: If all teams in a grade have the same number of byes, there shall be no points for byes. If there is an uneven number of byes, there shall only be points awarded to teams with extra byes. Bye points shall be the average of the team's points per game over the season.

29.3 Application and Calculation of Teams Averages.
a. Should there be equality in aggregate premiership points the team higher on the ladder shall be the one with the better team average. Team's averages shall be calculated by:
b. Dividing total runs scored by total wickets lost (batting average).
c. Dividing total runs scored against by total wickets taken (bowling average).
d. Dividing the batting average (a) by the bowling average (b) to give the team average.
e. Determination of Wickets Lost. A wicket shall be recorded as lost or taken when an innings terminates with any batsman unable to commence, continue, or resume his innings within the scheduled playing time or compulsory number of overs, but a team declaring an innings closed or forfeiting an innings shall be deemed to have lost only those wickets which have actually fallen.
30 Finals Format 30.1 A Cup Final will be played using the following format:

30.2 In the event of a total washout in a semi-final or Grand Final, the highest placed team shall be declared the winner.
30.3 Each day of the Grand Final shall commence at 10.00am with an early session from 10.00am till 12.00noon. The second session shall be from 12.30 pm to 3.25 pm if there is no time lost on either day. In the event that time is lost on either day, play shall continue until such time has been made up, or until 5.30 pm, whichever is the earlier.
30.3.1 Semi finals shall be played with the same playing times as regular season games.
30.4 The umpires may alter luncheon and afternoon tea breaks to suit the match situation / day / teams at their discretion.
30.5 Preference will be given to playing the semi finals at the home ground of the higher placed team, however if the Grades Committee deems that their facilities or the ground is not up to an acceptable standard the Grades Committee have the right to move the match to an alternative venue at their discretion. In all turf games, the umpire is to complete a match report that shall include a ground rating. These reports are to be forwarded to the chairman of the Umpire's Association.
30.6 The Grand Final will be played at a venue to be decided by the Grades Committee taking into consideration the ground ratings.
30.7 Grounds for finals are to be chosen by the end of February and the Grand Final ground is to be nominated before the semi final rounds.
